Initial pattern of service will be to connect Des Moines, the Quad Cities, and Wichita to Los Angeles and New York. Thereafter, and well within the first year of operations, intends to provide service between Iowa and Washington, DC, and between Iowa and San Francisco. Will use B-737-200 equipment.

The Applicant can expect some competition from Vanguard in Des Moines and Wichita. Vanguard offers one-stop service to Los Angeles and San Francisco through Kansas City. Virtually all of these flights require passengers to change planes in Kansas City. Moreover, although Vanguard offers low-priced service on a one-stop basis, the number of seats available for sale in Des Moines and Wichita to these markets appears to be roughly 20 % of the total number of seats available on these flights.

The Department requested a copy of the Applicant's private placement memorandum and a letter of commitment from a selling agent that is willing to underwrite the Applicant's proposed private placement offering. The Department also indicated a need for evidence confirming the availability of capital in the form of economic development grants, job training assistance, and asset based debt to be used for initial operating capital.
