Applies for exemption authority to the extent necessary to permit ATR to
engage in charter foreign air transportation of property and mail between
a point or points in Ecuador, on the one hand, and a point or points in
the United States, on the other hand, together with the authority to operate
other all-cargo charters

Supplement
#1 to Application for a Foreign Air Carrier Permit
ATR plans to initiate service with a wet-leased DC-8-62F from Trans
Continental Airlines, Inc. Commencing in August 1996, Trans Continental
will supply ATR with the aircraft for one (1) flight per week. Under the
terms of the Wet-Lease ACMI Agreement, Trans Continental shall provide
the aircraft and the crew; carry and maintain Aircraft Liability Insurance,
Comprehensive General Liability Insurance and Cargo Liability Insurance;
and perform maintenance. ATR will not have sole and exclusive use of the
aircraft. Trans Continental may employ the aircraft in unrelated service
during the term of the Agreement.

ATR-5 Diplomatic Note
Aerocomercial de Transporte y Rutas, S.A. respectfully requests that the
Department of Transportation supplement its Application for a Foreign Air
Carrier permit to the extent necessary to include Supplement Exhibit ATR-5.
In the alternative, ATR requests such other, further, or different relief
as the Department may deem necessary and proper.
