Application of Air Micronesia for an Exemption

Grant of the requested exemption will delay start-up of Air Micronesia's Thailand all-cargo service by only five months and enable Air Micronesia to provide the most effective air cargo service beginning at a time when current customs obstacles are anticipated to have been eliminated and the public demand for Thailand air cargo service begins to build. Thailand is an important Asian air cargo market. and it is essential that Air Micronesia be able to launch its Thailand all-cargo service successfully to compete effectively with established U.S. and foreign carriers in the Thailand market.

Consolidated Answer of Northwest Airlines, Inc. 

Northwest Airlines, Inc. ("Northwest") hereby submits this Consolidated Answer to the above-referenced applications of Air Micronesia, Inc. ("AMI") and Federal Express Corporation ("FedEx"). In their applications, AMI and FedEx seek exemptions extending the start-up deadline for using their U.S.-Thailand all-cargo frequencies allocated pursuant to Order 96-9-16 until September 1, 1997, citing various market and facility-related concerns. Similar factors may affect some or all of Northwest's expanded Thailand service. Northwest therefore today is filing an application also seeking an extension until September 1, 1997 of the start-up deadline on the four (4) frequencies allocated to Northwest by Order 96-9-16. Northwest does not object to the Department's grant of the above-referenced applications of AMI and FedEx so long as the Department grants Northwest's similar exemption application.

Air Micronesia, Inc. (New - Notice of Action Taken)

Notice of Action 

By Order 96-9-16 the Department issued Air Micronesia a certificate of public convenience and necessity to provide scheduled all-cargo service between Guam and Thailand via intermediate points in Palau and the Philippines (Route 704), and allocated it five weekly all-cargo frequencies for this service. By its terms, the certificate would expire April 1, 1997, unless Air Micronesia commences service by that date. Air Micronesia seeks exemption from that condition to the extent necessary to extend its proposed start-up date to September 1, 1997. Air Micronesia states that because of delays in completing operational arrangements, and existing market conditions, the optimum date to commence its operations is September 1, 1997.
