Mas de Carga plans to commence servicing the intermediate point of Guadalajara,
Mexico in its scheduled cargo operations in its Approved Routes commencing
upon approval of this Application through May 30, 1997, the expiration
of its existing authorities. For this service, Mas de Carga will utilize
its own DC8-61F aircraft or aircraft wet leased from an authorized carrier.

Clarification to Application for Exemption
Mas de Carga hereby files this Supplemental Clarification for purposes
of clarifying to the Department that Mas de Carga is requesting authority
to include Guadalajara, Mexico as an intermediate point in all of its approved
routes from the United States, as follows: (i) Mexico City/Toluca, Mexico,
and Los Angeles, California, (ii) Mexico City/Toluca, Mexico and Miami,
Florida, and (iii) Cancun, Mexico and Miami, Florida.
