Re: Request of FAA for Special Permit to Conduct Covert HAZMAT Enforcement

The purpose of this special emphasis inspection is to establish a national covert testing plan to evaluate an air carrier's level of compliance with acceptance procedures for hazardous materials shipments by air. This testing will be conducted separate from the special agent's on-site inspection and done secretly.

For safety reasons no actual hazardous materials will be used in conducting the covert tests. DOT/PHMSA has provided FAA an exemption to allow the use of hazardous materials descriptions, markings and labels on the shipping papers and packages used to conduct these tests. In order to preserve the covert character of the tests, however, no exemption marking will be listed on the outer packaging or on the shipping paper.
