Application for an Emergency Exemption

Antonov Company t/a Antonov Airlines hereby applies for an emergency exemption pursuant to 49 USC §§ 40109(g) and 41703(c), to permit Antonov to operate two one-way all-cargo charter flights each transporting up to four outsized GE90 aircraft engines, plus ancillary equipment, from Columbus (Rickenbacker Airport), Ohio to Everett, Washington between June 19 and June 30, 2014, using AN-124-100 aircraft. Antonov respectfully requests expedited consideration and approval of this application to address a pressing commercial requirement of GE Aviation and Boeing Commercial Airplanes.

GE Aviation has chartered Antonov to conduct two flights, each transporting up to four outsized GE90 aircraft engines from Rickenbacker Airport to Everett to offset a Boeing production line work stoppage situation. Each GE90 engine measures approximately 303” x 156” x 152”. Cargo of this size cannot be accommodated by any freighter aircraft operated by US air carriers. As a result, the engines need to be transported using Antonov’s AN-124-100 aircraft.

GE Aviation currently anticipates that three engines will be available for the first flight and four engines will be available for the second flight. Antonov requests the flexibility to carry up to four engines per flight, the maximum number of GE90 engines that may be accommodated by an AN-124-100 aircraft, to maximize its ability to respond to GE Aviation’s final production schedule and shipping needs.

Joint Application for Blanket Statements of Authorization

Joint Motion for Confidential Treatment

The Joint Applicants request: (i) a blanket statement of authorization for Virgin America to display China Eastern's "MU" designator code on flights operated by Virgin America between any points in the United States, in conjunction with foreign air transportation of persons, property and mail held out by China Eastern between a point or points in China (either non-stop or via third country intermediate points) and a point or points in the United States; and (ii) a blanket exemption under 49 USC § 41019 authorizing China Eastern to provide such foreign air transportation of persons, property and mail, on a codeshare-only basis with Virgin America, between any points in the United States.

The Joint Applicants request that: (i) the statement of authorization be granted for an indefinite duration so long as the Joint Applicants' codesharing arrangement remains in effect; and (ii) the blanket exemption be issued for a period of no less than two years' duration.

Order Granting Exemption and to Show Cause

We grant the request of Empresa Publica TAME Linea Aerea Del Ecuador TAME EP for an exemption under 49 USC §40109 to engage in scheduled foreign air transportation of persons, property and mail between Quito, Ecuador, on the one hand, and Fort Lauderdale, Florida, on the other hand.

With respect to the applicant’s request for an amended foreign air carrier permit in this proceeding, we direct all interested persons to show cause why our tentative decision on that application, set forth above, should not be made final. Any interested person objecting to the issuance of an order making final our tentative findings and conclusions with respect to the applicant’s request for a foreign air carrier permit shall, no later than twenty-one calendar days after the date of service of this order, file with the Department.

Order Re-Selecting Carrier and Establishing Subsidy Rates

By this Order, the Department is re-selecting Great Lakes Aviation, Ltd. to provide Essential Air Service at Alamosa and Cortez, Colorado, using 19-seat Beechcraft 1900D aircraft, for the two-year period from August 1, 2014, through July 31, 2016, at an annual subsidy rate of $2,192,179 for Alamosa, and $2,270,297 for Cortez.

Order Requesting Proposals

By this Order, the Department is requesting proposals from air carriers interested in providing Essential Air Service at Lake Minchumina and Rampart, Alaska, with or without subsidy support, beginning November 1, 2014. Proposals are due July 16, 2014.

Specifically, we request proposals for two nonstop round trips a week between the EAS community and Fairbanks, or another suitable hub airport, with small aircraft (9-seats or less). Typically in Alaska, mail and freight flows are asymmetrical, with up to 90% of the total mail and freight flowing outbound from the hub airport to the EAS communities.
