Application for an Exemption and Statement of Authorization

Air Pacific will operate once weekly roundtrip service on the following route: Nadi, Fiji (NAN) - Christmas Island, Kiribati (XCH) - Honolulu, Hawaii (HNL) The service will be operated on Air Pacific's B-737-700 or B737-800 aircraft. Air Kiribati will be chartering a block of seats on these flights but it will not be selling, marketing or holding out authority for this service in any way. There will be local round-trip traffic between Kiribati and Honolulu as well as between Kiribati and Fiji. The flights will be solely operated by Air Pacific and all sales and marketing will be performed by Air Pacific and its agents.

The Department has recently granted Air Pacific similar authority, in part, on the bases of adequate reciprocity with Fiji. See Notice of Action Taken dated April 13, 2005 in Docket OST-1997-2828.

Application for Renewal of Temporary Section 40109(c) Exemption

ESTAFETA is applying to renew its cargo charter authority between the United States and Mexico. The governments of these countries have established a liberal charter authority regime for carriers of each country. (See DOT Orders 99-7-23 and 98-4-2). Estafeta has been awarded economic and operating authority by its home country to engage in these charters. Estafeta will use B737 freighters for this service. Estafeta leases its aircraft and operates them with its own crews. The carrier began Mexico domestic operations in November 2000. ESTAFETA began service to the United States in January 2002.

The likely U.S. points which ESTAFETA will serve on cargo charters are: Los Angeles, San Francisco, Seattle, Phoenix, Denver, DFW, San Antonio, Houston, St. Louis, Chicago, Minneapolis, Detroit, Atlanta, Washington Dulles, New York JFK, Orlando and Miami. Such flights would depart or enter Mexico at: Merida, San Luis Potosi, Tijuana, Mexico City, Guadalajara, Chihuahua, and Monterrey. These are just the anticipated likely origin/destination points for the carrier. Any U.S. airport with appropriate customs facilities might also receive this on-demand service. Estafeta is operating five all cargo flights per week at this time over a Merida - Miami - Merida routing

Gulf & Caribbean Cargo, Inc. d/b/a IFL Group hereby seeks authority from the Department of Transportation to add one additional Boeing 727 cargo aircraft to its Operations Specifications and conduct operations with said aircraft pursuant to its certificates of public convenience and necessity.

Gulf & Caribbean now seeks authority from the Department to conduct operations under its certificates of public convenience and necessity with a third B-727 aircraft. Gulf & Caribbean requests this authority to enable it to place a third B-727 aircraft on its operations specifications so that the carrier is able to continue to provide service with two B-727 aircraft while one of its other B-727 aircraft is removed from service for a scheduled WCI check. One of the two Gulf & Caribbean B-727 aircraft that are currently on its Operations Specifications is scheduled to undergo a C" check on August 1, 2005 that will require the aircraft to be removed from service for a minimum three-month period. Gulf & Caribbean seeks this additional authority from the Department in order to amend its FAA-issued Operations Specifications to add a third B-727 aircraft to be utilized by the carrier while the other B-727 aircraft undergoes the 'C" check. At no time does Gulf & Caribbean intend to simultaneously conduct operations with three B-727 aircraft and is only seeking the authority requested herein to ensure that it has sufficient capacity to meet the demands of its customers during the three-month period that its other B-727 aircraft will be out of service.

As the Postal Service has argued in prior filings to this docket, we continue to believe that the multiple Part 121 rate structure that the Department has implemented was not what the Rural Service Improvement Act intended. Further, it will have a detrimental impact on the Alaska mail transportation system in the long run because it deviates from the long established class rate structure.
