Renewal of Delta's U.S.-India third-country code-share designation is in the public interest. As the Department concluded in initially granting this authority to Delta, "[t]he U.S.-India third-country code-share opportunities . . . represent valuable operating rights . . ." for U.S. carriers, and ". . . the public interest calls for use of those U.S.-carrier rights." See Order 97-2-26 at 4. The Department's award of U.S.-India third-country code-share authority to Delta has allowed Delta to enhance its online service offerings to India. Delta's service has increased competition and has expanded price and service options for consumers seeking to travel between the United States and India. The Department should renew Delta's authority so that the public can continue toreceive these important service and competitive benefits. Renewal of Delta'sdesignation is fully consistent with the U.S.-India Memorandum of Consultations signed on December 1, 1995.
