Trans World Airlines, Inc.

TWA is planning to substantially increase its San Juan operations, effective November 1, 1999. In addition to several additional Rights from the mainland, TWA intends to expand service with new flights between San Juan and several Caribbean points. In addition, it proposes to provide daily nonstop service with MD-83 equipment between San Juan and Caracas

Trans World Airlines, Inc.

When TWA was making plans to begin San Juan-Caracas service, American announced its own planned resumption of service in the market. The Government of Puerto Rico fully supports American’s service resumption. However, we believe there is ample room for another carrier. Being a Bermuda I type agreement, the U.S.-Venezuela bilateral places no designation or capacity limits on combination services between the United States and Venezuela. Accordingly, the Department should grant TWA’s request expeditiously and handle intergovernmental issues, if any arise, at a later date.

Order 2001-4-14 The Department reissues the certificates of public convenience and necessity issued to American Airlines, Inc., and/or TWA Airlines LLC by Order 2001-4-7 authorizing them to engage in interstate and foreign scheduled air transportation of persons, property, and mail. The transferred exemption, code-share, and frequency allocation authority listed in Attachment A to this order became effective on April 9, 2001
