SAP and SAP-DR were in fact prejudiced by AVIOQUINTANA when they did not served with a copy of the application- AVIOQUINTANA knew that if they served SAP or SAP-DR they will opposed to this application. Avioquintana, has been operating into and out of the United States for several months, maybe years, in violation of the Department rules, Federal Aviation Administration Regulations, in addition carrying passengers, without the proper United States Department of Transportation Permit or Exemption, proper insurance, in a careless and reckless manner, when if an accident happen they have no coverage insurance within the United States.
