Applies for a Certificate of Public Convenience and Necessity so as to authorize it to engage in the scheduled air transportation of property and mail between any point or points in the United States via intermediate points to a point or points Argentina, Belize, Panama, Guadeloupe, Haiti, Martinique, Chile, Guyana Paraguay, Uruguay and Surinam and to points beyond with full traffic rights between all points on these routes. UPS requests route integration authority enabling it to integrate services on the above-described routes with services provided on other routes or under the various certificate and exemption authorities held by UPS.  The United States has either "open-skies" or liberal agreements with all of the countries for which authority is being requested. According to information available to UPS, UPS should be able to commence operations to these countries promptly after receiving the requisite authority for the DOT.  On October 12, 1999, in Docket OST-99-6345, UPS and Challenge Air Cargo, Inc. filed a Joint Application for approval of a transfer of Challenge’s Latin American authority to UPS. Most of the countries for which authority is being sought herein are included in that Joint Application. UPS is applying for them herein so that the authority can be granted promptly – hopefully well in advance of the approval of the Joint Application – thereby enabling UPS to commence the foreign licensing process in these countries as soon as possible. UPS wishes to commence its new Latin American service as soon as it can and asks that the DOT assist it in expediting the commencement of its Latin American service. As set forth in the Joint Application, once the authority requested herein in granted, UPS and Challenge have asked that these countries be considered deleted from the Joint Application.
