Southern seeks exemption authority to carry revenue cargo on flights currently proposed between New York (JFK) and Luxembourg, carrying general cargo for Air Express International Corporation, and potentially on flights between other U.S. and foreign points for AEI and other customers. The requested relief is limited in duration and is in the public interest. AEI, its shippers, and other potential customers will benefit from Southern's carriage of the revenue traffic. The-exemption will also enhance Southern's financial viability by allowing it to offset substantial aircraft lease payments and other fixed expenses with revenue earned by operating these flights. No person should be adversely affected by allowing Southern to carry revenue traffic while Southern's foreign certificate is subject to presidential review.
