Aero Services, a French company, is an indirect subsidiary of Vivendi Universal, a French global media and communications concern. It offers flight management, corporate shuttle, executive jet and air taxi passenger services, ambulance flights, urgent cargo flights and charter flights. Aero Services began operations eleven years ago. Aero Services has at its disposal a fleet of fourteen business aircraft. Of these, Vivendi owns six aircraft through a subsidiary, CIP Transports, other large corporations own six aircraft (Vivendi has a partial interest in one of these), and Aero Services owns one aircraft. Aero Services operates and manages these aircraft for their corporate owners in transporting their employees and guests and operates these aircraft for third-party commercial customers. Passenger services account for 85% of Aero Services' business.

Aéro Services has held exemption authority to provide charter air transportation of persons, property and mail between the United States and France and between the United States and third countries since January 25, 2002. It has used this authority to operate government flights as well as charters for industrial groups, entertainment groups and sports teams.

The applicant requests that the authority be granted for an indefinite period or until its foreign air carrier permit is issued.

The applicant has a pending application for permit authority in Docket OST-2003-16843.
