In light of the broad traffic rights granted under the recently signed U.S.-­France bilateral, US Airways seeks certificate authority to allow US Airways to engage in scheduled foreign air transportation of persons, property and mail between any point or points in the United States and any point or points in France and its territories, either directly or via intermediate points, and beyond France to any point or points in third countries. Specifically, US Airways requests certificate authority, as described above, to engage in the scheduled foreign air transportation of persons, property, and mail as follows:

US Airways currently serves Paris from Philadelphia. US Airways temporarily suspended its nonstop Pittsburgh-Paris service post September 11. US Airways plans to re-institute this service on March 16, 2002, using a B-767 aircraft with 203 seats.

By this order, we are granting new certificate authority to serve the U.S.-France market, consistent with the provisions of the January 22, 2002, U.S.-France open-skies aviation agreement. The order also dismisses, as moot, various requests for city-pair specific certificate authority in the U.S.-France market.
