U.S.-THAILAND ALL-CARGO FREQUENCY ALLOCATION PROCEEDING

 

APPLICATION OF NORTHWEST AIRLINES, INC.

FOR RENEWAL OF FREQUENCY ALLOCATION

 

Northwest Airlines, Inc. ("Northwest") hereby applies for renewal of the 5 weekly roundtrip U.S.-Thailand all-cargo frequencies allocated to Northwest in the above-captioned docket by Order 96-9-16 (served September 19, 1996). Northwest's current allocation is scheduled to expire on September 19, 1997. In submitting this timely renewal application, Northwest hereby invokes the automatic extension provisions of the Administrative Procedure Act, 5 U.S.C. §558 (c), as implemented in Part 377 of the Department's Rules.

 

In support of this Renewal Application, Northwest submits the following:

 

1. Northwest seeks renewal of the 5 weekly roundtrip U.S.-Thailand frequencies allocated to Northwest for scheduled all-cargo service pursuant to Order 96-9-16.

 

2. Northwest's proposed U.S.-Thailand all-cargo service schedule effective September 1, 1997 is set forth as Exhibit NW100. /1

 

3. Northwest's proposed U.S.-Thailand all-cargo service is fully consistent with the Air Transport Agreement, and accompanying Memorandum of Understanding, between the United States and the Kingdom of Thailand, signed on May 8, 1996. Northwest's proposed service also is consistent with all relevant air transport agreements between the United States and the third countries to be served on Northwest's U.S.-Thailand flights.

 

4. Northwest already holds the requisite underlying economic authority to conduct the all-cargo operations proposed herein pursuant to its permanent Route 129 and 129-A certificates of public convenience and necessity. By this application, Northwest merely seeks renewal of the 5 weekly frequencies allocated to Northwest by Order 96-9-16.

 

5. Renewal of Northwest's U.S.-Thailand frequency allocation is in the public interest. Northwest has been providing all-cargo service in the U.S.-Thailand market since April of 1989. Grant of Northwest's renewal application will enable Northwest to maintain its effective U.S.-Thailand all-cargo service and provide a valuable expansion to its

 


1/ As set forth in Exhibit NW-100, Northwest intends to operate only 4 of its 5 U.S.-Thailand all-cargo frequencies effective September 1, 1997. Northwest herein seeks renewal of all five frequencies, however, as the 90-day dormancy period attached to Northwest's frequencies does not expire until December 1, 1997. Northwest has not yet finalized its schedule plans for that timeframe.
