General remarks:
Currently, the FAA simply lacks the credibility and trust of the average UA Pilot. A position of zero risk is simply not respectable, nor responsible given the level of operations currently in play, today, let alone 2 years from now. Holding massive but rare fines over the heads of pilots as a seemingly empty threat from a nameless faceless bureaucracy is not just no enforcement, its unjust enforcement. That is the critical lack of trust from the users to the governance. It is therefore difficult to see how anything more complex than ADS-b, could truly aid in making our airspace safe and accessible in such an adversarial/incompetent bidirectional environment.

If all else fails, just let us other PICs know you are near me and where you might be headed. It really can be that simple.
