Comment from John Tempest I appreciate the opportunity to comment on this proposed airworthiness directive, which will affect my own Piper J3C aircraft, the rudder for which I have just inspected in detail prior to fabric covering, and found in excellent condition. It is my opinion that the action requiring replacement of the rudder (if the spar is from 1025 steel tube) should not be applicable to the Piper J3-series of aircraft. It is my opinion that the analysis used to justify this replacement is flawed. The analysis does not recognise the lower weight and reduces speeds, and hence lower applied loads, acting on the Piper J3-series rudder. More importantly, the analysis does not properly reflect the fatigue damage caused in service by the mass of the light mounted on the top of the rudder of the incident aircraft.
