Subject: DOCKET No. FAA-2024-2417; Product Identifier AD-2024-00336-E, General Electric Company (GE) GE90-110B1 and GE90-115B Turbofan Engines

These are FedEx Express’s comments regarding NPRM Docket No. FAA-2024-2417; Project Identifier AD-2024-00336-E which proposes to supersede AD 2020-20-17 and AD 2021-15-05 which apply to all General Electric Company (GE) GE90-110B1 and GE90-115B turbofan engines.
AD 2020-20-17 was issued to prohibit dispatch of an airplane if certain status messages were displayed on the engine indicating and crew alerting system (EICAS) and if certain conditions were present. Terminating action was revision of the existing FAA-approved minimum equipment list (MEL) by incorporating the dispatch restrictions into the MEL.
AD 2021-15-05 was issued to mandate initial and repetitive replacement of the full authority digital engine control (FADEC) integrated circuit (MN4) microprocessor.
The manufacturer (GE) developed the new FADEC software version A.0.8.6 which was released per GE90-100 SB 73-0122 on 02/24/2023. This new software upgrade further mitigated the unsafe condition.
The proposed AD would retain all the actions of AD 2020-20-17 and AD 2021-15-05, and it would also require upgrading the EEC FADEC software to an EEC FADEC software version eligible for installation as a terminating action.
General: FedEx Express concurs with the intent and scope of this NPRM. FedEx has fully implemented the A.0.8.6 Software upgrade and is therefore fully in compliance with the requirements of the proposed AD.
Operational Impact: FedEx Express will not experience any operational impact resulting from the issuance of an AD that this NPRM proposes. All FedEx aircraft have the latest A.0.8.6 Software installed since October 2023. The issuance of an AD would only have an administrative impact at FedEx.
Economical Impact: The proposed AD will not have any economic impact at FedEx.
Summary: The FedEx fleet is in full compliance with the A.0.8.6 Software upgrade therefore has no concerns with the issuance of the proposed AD.
