Application of Western Global Airlines, Inc. for Renewal of Exemption Authority

Western Global Airlines applies for renewal of its authorizing Western Global to engage in scheduled foreign air transportation of property and mail with large aircraft:



  • between any point or points in the United States, via any intermediate points, to any point or points in the People’s Republic of China open to scheduled international operations and beyond to any points outside the People’s Republic of China; and

  • between any point or points in the United States and any point or points in Hong Kong, via intermediate points.


Western Global requests that this renewed authority remain in effect for two years or such longer period as the Department may determine, or until superseded by authority issued in response to Western Global’s certificate application in this docket. Western Global requests additionally that exemption and/or certificate authority be issued in its new corporate name of Western Global Airlines, Inc.



In October of last year, Western Global converted its form of organization from a Florida limited liability company (Western Global Airlines, LLC) to a Delaware corporation (Western Global Airlines, Inc.). This change was incidental to Western Global’s establishment of an employee stock ownership plan; see Order 2021-2-7, February 16, 2021, discussing the conversion and reissuing the carrier’s certificates in the name Western Global Airlines, Inc. as of October 14, 2020. In Order 2021-2-7 the Department stated that Western Global’s US-China/Hong Kong exemption authority, issued June 28, 2019, “will be reissued in the air carrier’s new name if and when it is renewed."

By this Order, the US Department of Transportation is selecting Key Lime Air Corp. d/b/a/ Denver Air Connection to provide Essential Air Service at Alliance, Nebraska, using 9-seat Fairchild Metroliner 23 aircraft, for the two-year term from June 1, 2021 through May 31, 2023. DAC will provide 12 weekly round trips to Denver International Airport at a first-year annual subsidy amount of $2,396,291, and a second-year annual subsidy of $2,444,216.

By this Order, the US Department of Transportation is selecting Southern Airways Express, LLC to provide Essential Air Service at Chadron, Nebraska, using 9-seat King Air 200 aircraft, for the two-year term from June 1, 2021 through May 30, 2023. Southern will provide 12 weekly round trips to Denver International Airport at a first-year annual subsidy amount of $2,737,716, and a second-year annual subsidy of $2,806,159. Additionally, the Department is extending the terms of Order 2019-3-6 until the date when Southern commences EAS at Chadron.
