Renewal of exemption from 49 USC §41301 to permit the applicant to engage in: 1) foreign charter air transportation of persons and property from any point or points behind any Member State of the European Union, via any point or points in any Member State and via intermediate points, to a point or points in the United States and beyond; 2) foreign charter air transportation of persons and property between any point or points in the United States and any point or points in any member of the European Common Aviation Area; and 3) other charters pursuant to the prior approval requirements set forth in 14 CFR Part 212. Avcon conducts these services using small aircraft. Avcon requests that its authority be renewed for an additional two-year period.

Joint Application for Blanket Statements of Authorization

The Joint Applicants have entered into an expanded agreement to engage in reciprocal codeshare services as follows:

  • Between any point or points in the United States and any point or points in Kenya (on a nonstop basis and via intermediate routings):
  • Between points in the United States;
  • Between points in Kenya;
  • Beyond Kenya to any point or points; and
  • Beyond the United States to any point or points.

In order to fully implement these codeshare services, Delta and Kenya Airways require – and ask the Department to expeditiously grant – blanket statements of authorization for Delta to display Kenya Airways’ “KQ*” code and for Kenya Airways to display Delta’s “DL*” code on these flights. Delta requests that its blanket statement of authorization extend not only to flights operated by Delta, but also to flights conducted by all Delta Connection regional affiliates operating service for Delta within North America, Latin America and the Caribbean and carrying the Kenya Airways code.

The City of Escanaba submits this letter of support letter to have SkyWest Airlines continue as the Essential Air Service Provider for the Delta County Airport, located in Escanaba, Michigan.

SkyWest Airlines has provided air service in our community with a code share package with Delta Airlines. Their proposal to continue to serve our community with jet aircraft and access to global network connections through Detroit drive passenger air travel and impact economic growth in our region. The SkyWest proposal offers the best overall option for air service in Escanaba and we welcome the opportunity to continue to work with them in the future.

Delta County Airport Advisory Board and Delta County Board of Commissioners in Support of SkyWest Airlines

The Delta County Airport Advisory Board and the Delta County Board of Commissioners have reviewed the bid proposal for Essential Air Service to the Delta County Airport and have decided to support the bid from SkyWest Airlines. Consistency and continuity have been major considerations in this decision as local passenger boardings have been increasing with the service SkyWest Airlines has provided and frequent flyer loyalty has been well established.

In response to the Order, SkyWest Airlines was the only airline to submit a proposal. I request that your community carefully review the proposal and submit its comments no later than Friday, May 4.

Laramie Regional Airport in Support of SkyWest Airlines

It is with great enthusiasm that the Laramie Regional Airport Board supports the proposal from SkyWest Airlines to provide Essential Air Service to the Laramie Regional Airport.

The LRAB and the Laramie community have been extremely pleased with SkyWest Airlines since their arrival into our community in November 2012. Our passenger numbers have increased over the last several years as well as the traveling public's confidence in the air service. SkyWest's tie-in with United Airlines, the ease of booking flights in and out of Laramie, and the fare advantages we have with a United Express carrier have been large factors in our increased passenger numbers over the last six years.

Amendment to Application for an Emergency Exemption

Volga-Dnepr hereby requests that its application for authority to operate one one-way cargo charter flight, utilizing Volga-Dnepr’s AN-124-100 aircraft to transport cargo from Victorville, CA to Columbus, OH on May 11-13 2018, on behalf of GE Aviation. To be amended to request authority for Volga-Dnepr Airlines to operate one one-way all-cargo charter flight utilizing Volga-Dnepr’s AN-124-100 aircraft to transport cargo on the dates of May 10-13, 2018. The change has been made due to the testing completion and cargo readiness.

outsized cargo to be transported by Volga-Dnepr consists of one GE9X aircraft engine and associated equipment. The GE9X engine on its shipping stand measures approximately L-303" x W-156" x H-152, weighing approx. 20,000 pounds. As described, the payload is outsized and cannot be accommodated by domestic commercial carrier aircraft.
