By this Order, the US Department of Transportation makes final its tentative decision to allocate 12 available slot pairs for daily scheduled combination services between the United States and Tokyo International Airport (Haneda) as follows: (1) two slot pairs to American Airlines, Inc. for daily service from Dallas/Fort Worth and Los Angeles; (2) five slot pairs to Delta Air Lines, Inc. for daily service from Seattle, Detroit, Atlanta, Portland, and Honolulu; (3) one slot pair to Hawaiian Airlines, Inc. for daily service from Honolulu; and (4) four slot pairs to United Airlines, Inc. for daily service from Newark, Chicago, Washington, DC, and Los Angeles.

Order Prohibiting Termination of Service and Requesting Proposals

By this Order, the US Department of Transportation is: (1) prohibiting Harris Aircraft Services, Inc. from terminating its subsidized Essential Air Service at Port Alexander, Alaska, and requiring that the air carrier continue its current level of air service until conclusion of this EAS selection case; and (2) requesting proposals from air carriers interested in providing EAS at Port Alexander, with or without subsidy. Proposals are due by August 28, 2019.

Port Alexander is guaranteed a minimum level of air service. Harris Air’s proposed termination would cause Port Alexander to be left with no scheduled air service. The Department is required by law to prohibit Harris Air from terminating such service at the end of its 90-day notice period, i.e., October 21, 2019, unless the Department has found another air carrier to provide EAS for Port Alexander.

The Department requests proposals for two nonstop round trips per week, in small aircraft, between Port Alexander and Sitka, Ketchikan, Petersburg, or another suitable airport.

Victoria Airport Commission in Support of Boutique Air

Given the fact that Victoria will not lose its right to twin, the Airport Commission Decided the following:

  • Airport Commission decided to work with Boutique providing a mixture of King Air and PC-12 service
  • The Airport Commission understands that Boutique will eventually get rid of the King Air 350 platform, and that at some point Victoria will be served exclusively with PC-12 for the reminder of the Contact
  • The Airport Commission makes this decision due to the fact that Boutique has increased our enplanements, and the Community does not need to suffer if Boutique finds itself at a loss with the King Airs

Notice of Revocation of Commuter Authority

Based on the information you provided, LIMA never commenced actual commuter operations after receiving effective authority from the Department on November 29, 2017. On August 7, 2019, the FAA confirmed that LIMA never commenced operating the scheduled flights proposed in its application for commuter authority.

In light of the air carrier's admission to never having commenced commuter operations, together with confirmation from FAA of this fact, we are writing to inform you that we will issue an order revoking the commuter air carrier authorization issued to LIMA within 14 days from the date of this letter.

Should LIMA wish to conduct air taxi operations, it must maintain in effect liability insurance coverage as required for such operations by Part 205, register as an air taxi operator, and continue to hold authority from the Federal Aviation Administration to conduct air taxi operations.
