Request for Emergency Exemption

Samoa Air operates commuter air service among the islands of American Samoa and between American Samoa and the country of Samoa. Samoa has represented to Air National that its single aircraft, a DeHavilland Twin Otter, must undergo mandatory FAA maintenance beginning on September 8, 2003, and will be unavailable for approximately eight (8) weeks. Samoa Air has also represented that it has been unable to secure temporary emergency replacement service from any U.S. air carrier and has been unable to dry lease any aircraft during the period that its aircraft is undergoing the required maintenance. Since Samoa Air is the only commuter air carrier service this geographic area, absent the ability to continue service during the maintenance period, the people of American Samoa will be deprived of a necessary lifeline between and among the neighboring islands.

Air National is a carrier fully licensed by the New Zealand Civil Aviation Authority that has available a Dash-8, 200 series, aircraft appropriate for the Samoa Air routes in question. This aircraft is available on a wet lease basis to Samoa Air.

Second Supplemental Information Submission

Air National reported a profit ofapproximately $1.2 million (NZD) for the year ending March 31, 2002, on revenue of $8.65 million (NZD). Final auditing for the year ending March 31, 2003, is not yet official but results will be in the same neighborhood. For the first quarter of Calendar 2003, the results will be similar.

Attached hereto as Appendix A is a copy of Air National's Airline Air operator Certificate issued by the New Zealand Civil Aviation Authority.
