Application for Reissuance of its Certificate of Public Convenience and Necessity

Arctic Transportation Services, Inc., pursuant to section 215.4 of the Department's Economic Regulations, 49 CFR Part 200 et. seq. requests reissuance of its Certificate of Public Convenience and Necessity in the name of Ryan Air, Inc. Arctic Transportation Services, Inc. is now changing its corporate name to Ryan Air, Inc. to better harmonize the company's corporate and business names, and for administrative convenience.

ATS holds a Certificate of Public Convenience and Necessity authorizing it to engage in interstate scheduled air transportation: see OST-1997-2155. ATS currently provides interstate scheduled air transportation pursuant to this authority.

This application involves a change in corporate name only. There is no change whatsoever in structure, management, ownership, control, operations, financial condition or citizenship of ATS since its most recent fitness determination.

Order Reissuing Certificate

On December 2, 2009, Arctic filed an application in Docket OST-1997-2155 stating it planned to change its corporate name to “Ryan Air, Inc.” Arctic sought registration of the name change and requested reissuance of its certificate in the new name. Arctic states that this is a change in corporate name only and does not constitute a change in operations or ownership. The air carrier also states that the change to the new corporate name was accomplished on October 21, 2009, by an amendment to its Articles of Incorporation.
