On October 12, 2004, we received notification from Bellair's insurance agent indicating that the carrier's aircraft liability insurance coverage was canceled effective on that day for nonpayment of premium. As a result, Bellair's DOT certificate was rendered ineffective. On October 15 we received a fax from Mr. Michael Spisak, Bellair's owner, stating that Bellair had ceased operations and that the carrier no longer desired to hold its certificate of public convenience and necessity for interstate air transportation operations. Bellair states that it has decided to conduct intrastate only operations within the State of Alaska under the name Kenai Express, and does not need authority from the Department to conduct these operations. Since the carrier has indicated it is surrendering its DOT certificate authority, we will revoke Bellair's certificate.
