Aerolineas Marcos, S.A. de C.V. hereby applies for renewal of its exemption from 49 U.S.C. 41301 which authorizes Aerolineas Marcos to engage in charter foreign air transportation of persons and their accompanying baggage with small aircraft between the United States and Mexico, and, subject to prior Department approval, between other countries and the United States. Aerolineas Marcos also requests stopover privileges and renewal of its relief from the requirement to obtain advance approval for each Mexico-U.S. flight.

Aerolineas Marcos changed its insurance company and now insures its aircraft with Chubb de Mexico, Companiade Seguros, S.A. ("Chubb"). Aerolineas Marcos carries a combined single limit of liability insurance that far exceeds the requirements of 14 C.F.R. 205. Chubb is preparing the Foreign Air Carriers Certificate of Insurance (OST Form 6411) for submission to the Federal Aviation Administration.

Aerolineas Marcos also requests renewal of its stopover privileges and continued relief from the Department's requirement to provide advance notice of each flight, or series of flights, between Mexico and the United States.

The Department granted the above authority to Aerolineas Marcos pursuant to a Notice of Action Taken dated May 8, 2015. Aerolineas Marcos requests that the Department renew this authority, which is scheduled to expire May 8, 2017, for a period of at least two years.

In addition, given the provisions of the liberalized bilateral agreement signed on December 18, 2015 between the US and Mexico, Aerolineas Marcos now requests the full scope of passenger charger rights now available to Mexican air carriers. Specifically, Aerolineas Marcos seeks exemption authority to authorize it to conduct passenger charter operations in foreign air transportation between any point or points in Mexico and any point or points in the US; and from a point or points in Mexico, via an intermediate point or points, to any point or points in the US, and beyond, as mutually agreed in writing by US DOT and the Mexican Direccion General de Aeronautica Civil in Mexico. Aerolineas Marcos may seek authority to conduct other passenger charter operations to/from the US, such as seventh-freedom passenger charter operations, subject to the prior approval requirements set forth in 14 CFR Part 212.

The applicants also request authority to conduct other passenger charter operations to/from the United States, such as seventh-freedom passenger charter operations, subject to the additional prior approval requirements of 14 CFR Part 212.
