Notice of Termination by Mesaba Aviation and Pinnacle Airlines

Mesaba Aviation and Pinnacle Airlines, each a certificated carrier, hereby give notice of intent to discontinue the current service provided at Pellston, MI, effective October 13, 2011.

Delta is in the process of retiring all turboprop and numerous small jet aircraft operated by Mesaba and Pinnacle. All of the Saab 340 aircraft operated by Mesaba for Delta Connection will be retired by year end. Delta has notified Mesaba and Pinnacle that high fuel costs and low passenger demand further necessitate the filing of this notice. We intend to submit a bid to provide continued service under the EAS program at subsidy rates that will enable us to cover the cost of the operation and a reasonable return on investment.

Comments of Michigan Department of Transportation

While we recognize the increasing difficulty in operating profitable air service at smaller communities as well as the funding limitations that constrain the EAS program, we request your office work closely with carriers proposing to operate in these communities, to provide adequate air service. This would include a weekly service level equal or greater than the current level of service provided by Delta Air Lines. Until such time that adequate replacement service is secured, we ask that your office issue a hold-in order for Delta Air Lines to assure uninterrupted service to these communities.

Order Prohibiting Suspension of Service and Requesting Proposals

By this order, the Department prohibits SkyWest Airlines, Inc. d/b/a Delta Connection from terminating service at Butte, Montana. At Pierre, South Dakota, we will permit the two wholly owned subsidiaries of Pinnacle Airlines Corporation -- Mesaba Aviation, Inc. and Pinnacle Airlines, d/b/a Delta Connection -- to terminate their service at the end of the 90-day notice period, and rely on the remaining, subsidy-free service of Great Lakes Aviation, Inc. We prohibit Mesaba and Pinnacle from suspending the service that they jointly provide at the 22 remaining communities for 30 days beyond the end of the 90-day notice period, i.e., November 12. We are also requesting proposals by October 12 from carriers interested in providing replacement essential air service at all of the communities.

Notice of Extension

By Order 2011-9-5 the Department requested proposals at the twenty-three communities shown, with proposals due no later than October 12. By email dated October 11, Air Choice One requested an extension until October 14. Another carrier orally requested an extension for the same period.

We have decided to grant the carriers’ requests, as the additional amount of time is not unreasonable. All parties must now file competitive proposals for the twenty-three communities listed above no later than October 14, 2011.

Proposals of Delta Air Lines

Escanaba:

  • Option 1 provides Escanaba with fourteen weekly non-stop flights to Detroit with a required annual subsidy of $3,443,512.
  • Option 2 provides Escanaba with twelve non-stop flights to Detroit with a required annual subsidy of $2,833,558.

Pellston:

  • Option 1 provides Pellston with fourteen weekly non-stop flights to Detroit with a required annual subsidy of $ 1,374,319.
  • Option 2 provides Pellston with fourteen weekly non-stop flights to Detroit from May - October and twelve weekly non-stop flights to Detroit in the November - April off-season with a required annual subsidy of $1,055,322.
  • Option 3 provides Pellston with fourteen weekly non-stop flights to Detroit from May - October and seven weekly non-stop flights to Detroit in the November - April off-season with a required annual subsidy of $467,220.

Delta acknowledges that Option 3 would take Pellston below its statutory minimum frequency for 6 months of the year, but Delta is willing to commit to provide the community with a third daily frequency from the second Thursday after Memorial Day to the first Tuesday after Labor Day for no additional subsidy, to bring the total annual frequencies to 1,254. We believe this presents an attractive service package to better satisfy the community's seasonal needs at significantly reduced expense.

Sault Ste. Marie:

  • Option 1 provides Sault Ste. Marie with fourteen weekly non-stop flights to Detroit with a required annual subsidy of $1,978,910.
  • Option 2 provides Sault Ste. Marie with twelve weekly non-stop flights to Detroit with a required annual subsidy of $1,373,361.

Chisholm/Hibbing:

  • Option 1 provides Chisholm/Hibbing with fourteen weekly non-stop flights to Minneapolis with a required annual subsidy of $3,032,756.
  • Option 2 provides Chisholm/Hibbing with twelve weekly non-stop flights to Minneapolis with a required annual subsidy of $2,517,770.

DOT Request for Community Comments of:

Mayor of City of Pellston

In response to our request for proposals, we received three proposals, but from only one carrier, Delta Airlines.

Please note that the Delta's proposal stands alone, i.e., the carrier does not need to be selected at any other community for the Department or the community to consider its proposal.

Please note that the average passenger fares in the carrier's proposal shown in the docket do not necessarily reflect the average local fares passengers would pay, but, rather, reflect the prorated portion of the total ticket price, e.g., the Pellston - Detroit portion of a Pellston to New York ticket. Also, the fare shown is net of certain charges such as federal transportation security fees, excise or ticket taxes, and passenger facility charges. Of course, carriers have the discretion to charge fares they deem appropriate, and the passenger fares presented in their proposals have been developed for subsidy rate computation purposes only. Based on the cost elements incorporated in the carrier's computation summaries, the carrier would have to realize passenger fares comparable to the averages shown in their proposals in order to achieve break-even or profitable operations even with subsidy.

You can expedite matters by responding as soon as possible and by email not later than November 21.

Comments of Michigan Department of Transportation

Alpena - We concur with the position expressed by the Alpena County Board of Commissioners that extension of the due date for response to the RFP would be in the community's best interest. The proposals received, to dcite, would not adequately address the vital transportation needs of the community.

Escanaba - We believe the proposal offered by Delta Airlines provides the greatest economic benefit and job creation opportunities for the greater Delta County Service Area.

Iron Mountain - We support selection of the proposal offered by Great Lakes Airlines. The service outlined in their proposal would provide a superior schedule as well as the stability of an established, certified air carrier.

Pellston - While the single respondent to the RFP, Delta Airlines offered three service options with varying subsidy requirements. We believe "Option 1," which provides 14 weekly flights throughout the year, offers the greatest benefit to the community.

Sault Ste. Marie - We support "Option 1" of Delta Airline's proposal to serve Chippewa County International Airport. As explained in the previous docket, Option 1 provides a consistent level of service which will allow both the maximization of economic development opportunities and the schedule reliability necessary to service the traveling public. Option 2 does not provide the same level of service and would likely result in significant delays for weekend travelers in the event of cancelled flight.

Order Selecting Carrier

By this Order, the Department is selecting Delta Air Lines, Inc. to provide essential air service at Chisholm/Hibbing, Minnesota, and Escanaba, Pellston, and Sault Ste. At Pellston, the service is to consist of 12 nonstop round trips per week to Detroit in the off-peak, and 14 per week in the peak period. At Sault Ste. All service is to be operated with 50-seat CRJ-200 aircraft.

Order Requesting Proposals

By this Order, the Department is requesting proposals by June 26, 2013, from carriers interested in providing Essential Air Service at Paducah, Kentucky; Hancock/Houghton, Muskegon, Pellston, and Sault Ste. Marie, Michigan, Watertown, New York, and/or Eau Claire, Wisconsin, for a period of two or more years, with or without subsidy.

All of these communities are strong traffic generators and so we will request the maximum service level at each community – 67 seats per day in each direction and a minimum of two round trips per day. Carriers are also welcome to propose more than one service option, if they choose; they need not limit themselves to a single specific service pattern if they envision other, potentially more attractive service possibilities – different hubs, or longer terms for the contracted service – with subsidy requirements that remain competitive.

Proposals of Delta Air Lines

Delta proposes to provide Pellston with fourteen weekly non-stop flights to Detroit from May - October and twelve weekly non-stop flights to Detroit in the November - April offseason with a required annual subsidy of $1,077,413.

Delta proposes to provide Sault Ste. Marie with thirteen weekly non-stop flights to Detroit with a required annual subsidy of $1,765,393.

Delta will cause one or more of the following Delta Connection carriers to perform the proposed services: ExpressJet, Chautauqua, Compass, GoJet or Pinnacle (soon to be renamed "Endeavor Air").

DOT Request for Community Comments

Attached above is a copy of the one timely-filed proposal for Essential Air Service at Pellston and separately at Sault Ste. Marie, submitted by Delta. We are currently reviewing those proposals. The next step in the carrier-selection process is for you to provide us with each community's comments, a critically important element in our carrier-selection decision, especially the comments of civic officials. Accordingly, I ask that everyone get back to us, preferably by email, no later than August 13, 2013.

Village of Pellston in Support of Delta Air Lines

I have reviewed the Essential Air Service proposal for air service at Pellston Regional Airport submitted by Delta Airlines. As with any community the more service the better. Having said this, the Village of Pellston is thankful for the service Delta currently provides to the Pellston Airport and appreciates Delta's latest proposal OST-2011-0133. We welcome the service that Delta is proposing.

Order Requesting Proposals

By this Order, the United States Department of Transportation is requesting proposals from air carriers interested in providing Essential Air Service at Pellston and/or Sault Ste. Marie, Michigan, for a new contract period beginning February 1, 2016, with or without subsidy. Air carriers should file their proposals no later than September 3, 2015.

During the year ending first quarter 2015, Pellston averaged 89 enplanements per day and Sault Ste. Marie averaged 67 enplanements per day. Therefore, at Pellston, air carriers proposing service with 30-passenger or larger aircraft, the Department expects proposals to accommodate the community’s seasonal demands, with 12 weekly roundtrips in the off-peak season and 14 weekly round trips in the peak season, or any variance between 12 and 14 weekly round trips per year, accommodating the demand at the community. For air carriers proposing service with 15-seat to 29-seat aircraft, the Department expects 3 round trips each weekday and weekend (18 per week), with additional frequencies in the peak season. At Sault Ste. Marie, for air carriers proposing service with 30-passenger or larger aircraft, the Department expects 12 or 13 weekly roundtrips or 18 weekly round trips for air carriers proposing service with 15-seat to 29-seat aircraft, respectively. For both communities, the Department will consider proposals with 8/9-seat aircraft with additional frequencies.

As directed by the RFP, we will offer the following weekly frequencies:

  • PLN: 14 round-trips April- September, and 12 roundtrips October-March.
  • CIU: 14 round-trips May- September, and 13 roundtrips October-April

Service will be provided using the Canadair Regional Jet 200 50-seat aircraft.

Michigan Department of Transportation Office of Aeronautics in Support of SkyWest Airlines

SkyWest Airlines d/b/a Delta Connection was the sole respondent to the request for proposals issued by your office under the above-referenced dockets. SkyWest is the incumbent carrier and also provided service under the previous EAS term. During their tenure at both communities, feedback received by this office has been positive toward SkyWest. The carrier has provided reliable operations and quality service to both communities. Therefore, we are pleased that SkyWest chose to rebid on the EAS service and hope the carrier will continue to serve these communities for years to come.

Pellston Regional Airport in Support of SkyWest Airlines

The Pellston Regional Airport and Emmet County would like to thank SkyWest Airlines for its proposal to provide Air Service at Pellston. Pellston is concerned about the contingency in SkyWest's proposal that would allow the carrier to exit the market upon issuance of a 120-day notice. Inclusion of such an "exit provision" in the EAS order could potentially result in the cessation of Air Service in Pellston which would be devastating to the community. However, Pellston understands SkyWest's desire for flexibility in market selection and herby waives its right to hold in SkyWest Airlines upon the unlikely event of an issuance of a 120 days' notice to terminate service. Pellston is excited to work with SkyWest in providing high quality air service at Pellston in the years to come.

Order Selecting Air Carrier

By this Order, the United States Department of Transportation is selecting SkyWest Airlines to provide Essential Air Service at Pellston and Sault Ste. Marie, Michigan, using 50-passenger Canadair Regional Jet CRJ200 aircraft to Detroit Metropolitan Wayne County Airport. At Pellston, SkyWest will provide 12 nonstop round trips per week in the off-peak season (October-March), and 14 nonstop round trips per week in the peak season (April-September) for a two-year contract term from February 1, 2016, through January 31, 2018, for an annual subsidy of $1,245,071. At Sault Ste. Marie, SkyWest will provide 13 nonstop round trips per week, year-round, for a one-year.

The contract term for Pellston is November 1, 2013 through January 31, 2016. The contract term at Sault Ste. Marie’s contract is February 1, 2014 through January 31, 2016.

Comments of SkyWest Airlines

You just received a letter of support for proposed changes SkyWest would like to do in APN. Effective 01Mar16 we would like to revise our schedule that would create a RON in APN that would one-stop to DTW via PLN. We believe this will create better schedules. We are not requesting a change in subsidy. We have agreed that during some peak periods in the summer SkyWest will provide additional unsubsidized trips on two days per week to accommodate the shared peak summer demand that both PLN and APN have.
