Application for an Exemption

Voom is a subsidiary of A3. Airbus established A3 to promote advancements in aviation by bringing together the greatest minds in aerospace and technology for the purpose of creating next-generation aviation products and services such as Voom. Voom is the world’s first truly on-demand helicopter booking platform. By providing a safe, reliable, affordable alternative to traditional helicopter charters,
Voom promotes mobility and accessibility while decreasing urban ground traffic congestion.

Voom proposes to make the Voom service available to the public in the United States for intrastate flights beginning in 2018. To benefit the public interest, Voom will initially launch in U.S. cities where there is significant ground traffic congestion and a resultant demand for affordable, on-demand helicopter travel. Voom will enter into service agreements with fully-licensed Part 135 on-demand air carriers who currently operate charter flights in each of these locations.

Voom will ensure that all flights are openly attributed to the respective operator on the Voom application and website. Each time a Voom user requests a helicopter flight through Voom, the application will display the name of the Part 135 on-demand air carrier and a disclaimer making it clear that Voom is the booking service, not the operator. Aircraft signage and livery will also reference the Part 135 operator to reinforce to the passengers that the flight is not being operated by Voom, but by the certificated operator. Voom will also undertake any additional steps the Department deems necessary to mitigate the risk of consumer confusion and to eliminate any impression that Voom is engaged in the operation of air service.
